I live in mn. I was looking to move to cali with a friend who already stay there I gave him a 400 dallor deposit. He started acting different so I decided not to move in. Now he won't return my deposit
He say I will have to sue for it

He is right, if he won't return your money voluntarily, you will have to sue him to get your $400. Small claims is relatively cheap and fast, but you will have to come to CA for the hearing.
