Legal Question in Landlord & Tenant Law in California

I live in a 7 unit complex in CA. The people in the end have bbq's and blast music with outdoor speakers right in front of their unit. 7 units. 4 down and 3 up. Noise travels. Loud, obnoxious, smokes weed, drinking, littering : me= going crazy. Advice please? I can't complain because the owner of the property literally is a slumlord , we have roaches, nice and rats. I hate it here but can't afford to move. The building is literally falling down with both sub and wood destroying termites. It's pretty bad. And while I'm at it, shouldn't there be some responsibility for each tenant to clean the laundry room? And if each tenant gets one parking space assigned, shouldn't the other uncovered spaces be for tenants first and not guests? Am I allowed to install a security camera to the outside of the bldg? Not the facia. There are holes in the storage spaces and in the laundry room. Is there someone I can contact anonymously? Without me having to come up with thousands to move?

The first thing to do is file a complaint with the city (or county if you are not within city limits) building code enforcement about the condition of the property. That will give him 30 days to fix everything or he has to stop collecting rent. If he doesn’t fix everything and even asks for rent you now have a case where he has to pay your attorneys fees. Also, by filing the code enforcement complaint you get “whistle blower” protection freeing you up to complains about the issues with the neighbors. If he retaliates that’s another grounds to sue him and have your attorneys fees paid.
