Legal Question in Landlord & Tenant Law in California

I've lived in a rented house for 4 years. I've given a 30 day notice to my landlord. My tenancy ends June 30th. I want to schedule a walkthru. Can the landlord withhold money for cleaning the house even though I will clean before I leave or can he withhold money for that regardless?

The purpose of the advance walk through is to give the tenant a chance to fix/clean things, so their deposit can be returned. So, once the walk through is completed, you can take care of whatever is needed. Then make sure you document (receipts, photos, etc.) what you have done and the condition of the place when you leave. Generally, a landlord has 21 days after you leave to return your deposit (or explain why some or all of it is being kept).
