Legal Question in Landlord & Tenant Law in California

Long story short. I planned an event at a mall location and had to cancel because the mall determined some items in the unit were compliant and they were for me to receive my building permits. I ended up losing money in workers compensations, sales, and expense. Can I sue the mall for my losses due to their negligence in small claims court?

Can I sue a corporation or government office in small claims court?

Can I file a lawsuit in my local small claims court against a business that has offices in another state?

I am assuming that you meant that the mall or the city determined that unit was NOT compliant...and you were prevented from operating your kiosk. As you your ability to file in small claims court against the mall, yes, you can alwasy "file the complaint" but whether you will win or not will depend upon the evidence of actual negligence. As to suing the government, you will need to follow their "administrative guidelines". As to filing against a business in another state, the question will be answered on the small claims document as to residency or "offense" occuring in the jurisdiction. I may suggest that you obtain the NOLO book on "How to win in Small Claims Court" and then select an attorney to assist you in evaluating and preparing the case.
