Pet Rent, is it legal in California?

I have heard several people tell me that charging Pet Rent is illegal in the state of California. My complex just got bought out by Archstone Apartments and they now want to start charging a monthly pet rent of $40 a month per dog and $30 a month per cat. Is this legal? How can I fight it? Where can I get more information on this subject?

Generally, extra rent can be charged for pets unless they are due to a handicap, such as guide dogs for the blind, etc...

Generally, the parties to the lease cannot change its provisions during the term of the lease without the consent of all parties.
