Prior Crimes in Apt Building

3 months ago the security garage in our apt. was broken into and cars were broken into. At that time we informed the manager that there was a breech and requested to change the remote code and update the locks. Nothing was done, and now my car was stolen from the garage and another car was broken into. Now the owner says he will change the locks and remote codes. Can I sue the owner for my damages over and above what the insurance will pay ( rental car, deductable, cost of replacing the car minus the insurance, loss of wages.) due to prior incidents

Yes!

Either retain an attorney, or do it yourself in Small Claims Court.
