Can I put sound proofing under laminate floors even though HOA requires carpet?

I'm on second floor condo and HOA specifically says I must have carpet. Isn't sound proofing under laminate flooring the same for noise reduction? Can they force me to have actual carpet if the sound proofing does the exact same thing the rule is intended for?

You've got to abide by your HOA rules. Unless, it causes you a health problem! If you're allergic to dust mites for example, or some other health issue, get a letter from your doctor, then show it to your HOA, and demand that your health issue be accommodated. Should they refuse, file a complaint with the Department of Fair Employmen and Housing.
