Legal Question in Landlord & Tenant Law in California

I received a 60 day notice to move from my landlord.

I was late in rent and continuously paying back rent to catch up.

I then received some money and I offered my landlord 3 months of advance rent allowing me to stay while paying him what I owe in the interim.

He agreed.

The next day he backed out and told me that the 60 day eviction notice is still in effect.

Is this correct?

No. It is not correct but unless you have it clearly in writing, you will have a hard time winning in court.
