Legal Question in Landlord & Tenant Law in California

Received a notice to pay rent or quit. I have not been sent an eviction notice as of yet but I noticed that all my USPS mail in my mailbox has been returned to sender by the request of the landlord. Is this legal and is it actionable?

The landlord does not have the right to have your mail returned. You have the right to recieve mail while you are living there, even if a notice has expired and/or an eviction has been filed.
