I rent out a bedroom and bath in my home. There is no lease but a month-to-month agreement.
He has been my tenant for fourteen months. Is it legal to give him a 60-day notice to vacate?

No reason needed. 60-days notice is all that is required. If you only have one boarder, you also do not have to do a full blown Unlawful Detainer if they don't leave. They become trespassers as of the 61st day.
