Legal Question in Landlord & Tenant Law in California

Rent control or not & Does landlord have to pay interest on security deposit

My mother is a disabled senior citizen who has lived in Arcadia, Ca in the same apartment since 1990 Her landlord has never paid interest on her security deposit of $550.00 and now wants to raise her rent $200.00 per month and wants to raise the security deposit to match the rent which will be $850.00 per month. She is on a fixed income from social security. Does she live in a rent control city? Does her landlord have to pay interest on her security deposit and how much?

Thanks

You will need to check with the city to see if that is a rent control area, but I would presume not. If not, the landlord can raise the rent any amount they wish as long as the tenant is not on a fixed term lease. As to the deposit, no interest is required to be paid by the landlord.
