If a rent increase of over 10% is mailed June 18, 2010, but the letter is dated May 18, 2010 is that legal notice of 65 days?

Notice is only good when delivered, unless there is a contract or statute to the contrary. Notices given by mail without proof of delivery are generally deemed delivered five days after mailed.
