Legal Question in Landlord & Tenant Law in California

I have been renting my house for 27months. I have been without heat/air for the last 4 1/2 months, had rats & roaches for longer and mold in closets, windows ect for the same. I have reported these plus things like goats & chickens being kept on property, no permits for major repairs to other units ect. The 60 days have passed and still nothing done on my unit. I cant afford to move, my rent is current, but it is now dipping into the 30 degree point at night and we have no heat and 1/2 inch gaps on doors and missing one window. What can I do to make the landlord fix this? Their son wants to live here and they are trying everything to make me move so he can move in. Who enforces the habitability laws for the state? I have been to the housing department, building inspector, fire department and cant get any help.

If the place is a bad as you it is the housing and building department will have no problem cutting them, forcing them to make the repairs. You should document alk these with good pictures and see a lawyer for legal action.
