can i request a professional plumber instead of my apartments maintenance crew?

Since the landlord owns the property, they can use whatever licensed people they wish. You can complain if the work is not done correctly. If you are willing to pay for your own person then the landlord would likely agree.

You can ask for whatever you like. You have no legal right to choose who does work on a building you do not own.
