Return of Rental Deposit

I had a one year lease in a property that was sold to a new owner. Before I moved in I took pictures of the property. Now that I have moved out the new property owner will not return my rental deposit due to charges that were deducted on cleaning the unit and changing the carpet. When I first moved in the prior owner's had install new carpet. I also cleaned the unit. Still they refuse to give me back the deposit or partial amount of the deposit. What can I do.
