Small Claims Calif=7,500/or litigate??

By Law in HUD booklet, I am due back rent from the beginning (approx a year) rent..plus damages and expenses..including counselling. VERY unsafe other tenants..menacing, taking my mail, stalking me across street etc, plus raw feces in the front doorway, arcing outlets, burn on my hand, and no kitchen tho I pay for kitchen. Rent is 735 per month, and this has all cost far more than 7,500. Should, will I win, in regular court, or should I just do small claims, also where can I find ''mediation'' asking for settlement out of court..they are not listed in our county. I am disabled, so I am exempt from court fees and her atty fees etc. Will she be fined? How do I bring precedents into court for the judge to actually uphold these safe and habitable laws for me?Thanks

You don't give me enough facts, and I don't know why you are due back rent, damages, etc.

By your zip code, you are in Monterey County, and I would research the Superior Court web site concerning mediation, if I were you.

Your statement is rambling, and very disjointed, and it is hard to follow what you want.

Please resubmit with clear, and more organized facts, and I can try to help you more.

I think, based on what I can surmise from your statement, that you should be represented by counsel, and not do this alone.
