You should contact the L.A. County public health department and have them come inspect the mold. If it is a health hazard they should cite the landlord. If the landlord then fails to remedy the problem within 35 days you will be able to withhold rent until it is repaired and sue the landlord for civil penalties and attorneys fees. Be aware, though, that if the mold is growing due to anything you have done or not done regarding basic cleaning and maintenance of your unit, then you will have no rights.
