Legal Question in Landlord & Tenant Law in California

I am trying to sue my property manager for withholding wrongful charges from my deposit. I want to send a demand letter in the mail. What is the best way to send the letter? Is certified good enough or should I get a signature confirmation? Anything else needed? I am in California.

There is no legal reason you need to send a demand letter. So there is no legal reason you need proof of mailing or delivery, and therefore the method of mailing has no legal relevance. Assuming you will have to file a small claims action to collect from him, the method of service of the small claims complaint is highly relevant, but not for a demand letter.
