Legal Question in Landlord & Tenant Law in California

Theres a tenant that has not been on time with rent every month, the six month contract is over. She also broke the contract by renting rooms to others. And did not pay full rent for last month plus late fees. This month has not payed rent, notice to vacate has been given, but stated to roommates will not vacate the property because legally has three months. How much is true and what can I do? Do not have means to pay legal fees to remove her from apartment.
