Tenant is over 65 yrs old and has been living in the apt. for 16 years. So he is protect from eviction but I would like to use Ellis act to move in my sister and family. He is section 8 and currently the gov pays $1000 of the $2600 rent. How difficult will it be to evict this tenant?

From my experience with San Francisco's Rent Board, you don't have a prayer, and even if you succeed, it will cost a fortune.
