Legal Question in Landlord & Tenant Law in California

We are tenants living in Oakland,California. We rent one bedroom even though there are two bedrooms in the house. And the 2nd bedroom is stated as a storage room of landlord on the rental contract drafted by the landlord. The landlord agreed that the 2nd bedroom would not be rented for someboldy else, and we orally stated that we won't share living room, kitchen and bathroom, and if the landlord rented the 2nd bedroom, we were not going to rent it before we signed the contract. However, right now the landlord is going to live in the 2nd room by herself, but the contract stated it is for storage. Therefore, how can we protect our rights?

The landlord is breaching your oral agreement/contract, and should be told that you could move out if she tries to move in. I do not think it probably is a breach of the Oakland rental control law but you might want to check with the Board information officer, if they still have one.
