Hi. Can a Board Of Trustee of a non-stock non-profit organization who is absent from a Board Meeting for a valid reason, be entitled to vote thru proxy, teleconferencing or voice thru cell phones? Can he also be voted as an officer of the Board?

As for what happens in the situation you describe (badly and unclearly), you must look at the governing documents of the organization. There is no answer without consulting the bylaws and other controlling documents.
