if you worked for someone in the past and applied somewhere else can the old boss tell the new possible employer things about you in confidence or what is the only things they can tell the new employeer

If the old employer is asked for an opinion, they are certainly permitted to give such.

If they say untrue things (not an opinion, but facts) to a third person, you have an action for slander (defamation of character).

This is too complex to answer without additional facts involving who, what, when, why, and how!
