can an inactive attorney still practice

a neighbor, who happens to be a attorney and listed as inactive, took it upon himself to file an eviction notice against us acting on behalf of our landlord .can he do this? his direct involvement is in retaliation against us for disagreements we have had with him in the past unrelated to our relationship with our landlord...can he use his law degree in a retaliatory manner?

he cannot represent a client in court if he is inactive. report him to the state bar and also the district attorney because it is also a crime.
