Legal Question in Legal Ethics in California

We manage a MH/RV park and recently found out that for the last 20 or so years, the city has overcharged us for 4 more spaces than we actually have.Once we noticed it, it took over a month to get charged for the right # of spaces. They admitted we have been overcharged all those years but will only credit the account for the last year. The city's attorney says they can only go back a year. Is this true? and if so why? They never explained why. Any help is appreciated.
