Legal Question in Legal Malpractice in California

I received dental treatment and i am not happy with the work. I want to get a 2nd opinion, however, I still owe money to the dentist for the treatment and he will not release my xrays. Is this legal since he is holding up treatment? I cannot afford to pay him right now and I will have to pay for corrective treatment..what should I do?

The medical records belong to you. You are entitled to their possession. The Dental Board might be interested in hearing your story.
