Medical malpractice claims have max one year from discovery of the issue, or three years max regardless of discovery. As stated earlier, if against any government hospital or doctor, then zix months max from discovery to file a 'govt claim'.

Even if you are timely, you will need to obtain a medical expert prepared to testify that this procedure was 'negligently' done and thus 'malpractice'. If you are timely and can prove malpractice, feel free to contact me.
