Legal Question in Medical Malpractice in California

visitor from mexico, as dog trainer/handler i use to come to make mexican dogs chapions on akc dogshows 4 years ago attending LOMPOC,CA clasical 5 days dogshow i been bited by a west nile virus infected mosquitoe in an emergency been taked to LAC USC , but my permit to stay here was jeopardized since i was hospitalised 19 , when i come back to mexico it was on a wheel chair ,now i use a walker , ihave my medical record and just got 7 pages anyway im handicapped for life. my statute of limitations there is suposed to still valid since i leave to mexico a month after this happen 08/03/2006 i have the proves that tells that i was in mexico,trying to found the cause of the meningoencephalitis ,loss of memory,gait loss, totally misdiagnosed and left with any chance
