discharge. upgrade and benefits

i was in the navy 93-97 and discharged with HONORABLE. in 99 i re-enlisted back navy ..i had a DUI with car accident..therefor, in 2000 i was discharged OTHER THAN HONORABLE due to mis-conduct because the DUI civil court conviction.....please any one help me out and advise me how to get the VA benefits and upgrade my OTH to general discharge ....thank you very much.

My fee is $3,500 if I represent an individual in a discharge upgrade case. However, my fee is only $980.00 if I assist an individual through the discharge upgrade process.
