Legal Question in Personal Injury in California

My 18-year old niece was bit by a dog. My husband & I took care of her in the ER & afterwards. The dog owner hasn't paid her medical bill of $1200. My niece is afraid to go after him for money. Do my husband & i have the right to sue?
