Legal Question in Personal Injury in California

Is this auto accident, other crime or nothing?

My wife was stopped on red signal on public street & was hit by the car that is after her. but no damage to both cars & no injury so far but the guy got off the car & checked the damage & says, no damage, then go off before my wife call police.

(This person did not leave any information at all)

45 minutes later, Police got here but says no damage, no ticket. I have witness & number plate #. (& record of calling 911 by my wife & witness)

That night, I went to the Police station to get report but they refused to give because no damage & no one was injured.

Is this accident? or the guy who hits my wife's car should be charged for any kind of crime? (Did not stopped on red signal and hit other car?? Hit & Run?) I just don't feels right about this for the police & the person who hits my wife's car. I need your help. Thank you.

California vechicle code does not require an exchange of information if there is not property damage or injury to a party. However, when there is an accident such as you describe, there may be some unseen damage or an injury may not be obvious at the time of the incident. Therefore the safest couse of action is to exhange information unless both parties agree that there is no damage or injury.
