Legal Question in Personal Injury in California

I was cited for driving at unsafe speed for having my 16lb dog on my lap, do I have a chance to fight this ticket? I was only goin 15 mph, light traffic, sunny day, residential street?

"Unsafe speed" can mean you were going either too fast or too slow. 15 mph would be dangerously slow under some circumstances, even on a residential street. There might be circumstances under which it would even be too fast. Without knowing more about the facts, I can't say whether it was unsafe when you were pulled over.
