Legal Question in Personal Injury in California

My fault accident in the state of California, Los Angeles. My insurance lapsed therefore I am not covered. Vehicle that I hit only has liability 1991 Chevy Camaro in less than fair condition. Owner does not want to take me to small claims but is definitely overcharging me on negotiation price. How do I go about settling this?

If the car can be repaired, ask him to obtain 3 estimates so you can make sure he is being fair. If the car is a total loss, look in the Auto Trader or Kelly Blue Book for it's fair market value.
