Legal Question in Personal Injury in California

A girl friend of mine bought an old car for $1000, she is from Mexico, does not have a license, in California you must have a insurance, I went to DMV and she signed the title over to me. She had been driving the car to work for 3 weeks, now she has left the city and is in Phoenix, the car may be in California. I am on the title but an very uncomfortable with what I have done since my insurance will not cover her driving the car, also he ex- does sell drugs and I do not want the car to be used for that. How do I get my car back, or get released from the title?
