Legal Question in Personal Injury in California

My ex husband was found to be in an at fault accident. The vehicle is mine and though insured, he was listed as excluded. The other driver's car was totalled as well

He doesn't reside with me. I let him borrow the car

He likely will not be covered under your insurance if he is an excluded driver. If he owns a car with insurance he may be covered under that policy if the car was a temporary substitute automobile.
