Legal Question in Personal Injury in California

I was injured in 2003. I have had two hip surgeries, two shoulder surgeries. and more medical problems because of denial of medical care. I now have a herniated disc neck that is causing radiculopathy, I have pelvic floor instabilty, neuropathy, mild neuropathy, complex region pain syndrome, etc. I need neck surgery and another shoulder surgery. Because most of my medical needs, physical therapy has been denied. I had a total hip replacement 2years ago. Now, because they didn't even provide the care I needed to return me to some normal function has been a nightmare. Their failure for my care now results in 2 knee replacements and my right hip is causing severe pain. Worker's comp was to provide this care--are they in breach of contract and as a third party can they be sued for denial of care and treatment?
