Legal Question in Personal Injury in California

My neighbor has a dog that barks all hours of the night. I have gone thru all of the procedures that the city has put in place for these situations. We've had a hearing where the officer ruled in my favor saying the neighbor's dog was a nuisance and they must do something about it. They stopped the dog for about 4 months. Now for the past 2 months the dog is back to barking at night. I've contacted the animal control people again several times who are supposed to be issuing fines at this point and I still have no relief. I'm driving over 40 miles to work each day of very little to no sleep and I'm afriad of the dangers of driving that way. My children are also suffering from the noise of the dog barking at night. Can I take them to court for this?
