third party at fault auto accident in CA. I'm the victim. If no attorney represent me in a auto accident case. How many percent of my settle proceeding are doctors, chiropractors, allowed to take from my settlement check?

There's no legal restriction on what percent the medical providers are "allowed" to take. They send you their bill and you either pay it like any other bill, or it goes to collections. The doctors may be negotiable and agree to voluntarily reduce your bill, but if there's plenty of settlement money and no legal fees, then they will likely be less negotiable.
