Legal Question in Personal Injury in California

Got a settlement for my kids when there were younger, and placed into cd's for safe keeping. Now they are ready for college, and need these funds. How do i obtain them for their schooling. My cousel has retired, and I'm lost with out information.

There should have been a court order that put these funds into a blocked trust account. You will need to obtain the court file - ask the clerk where you are how to obtain the file - it will be in the archives so you will probably have to wait a bit for thime to get it unless you have kept all paperwork - but in the meantime - what EXACTLY is the bank telling you??? I am assuming it was an actual court filed settlement signed by all parties - tell me if I am wrong.
