Slip and Fall accident

My friend's son slipped and fell on the recently mopped floor of the his school cafeteria. This was not known until the swelling and bruising on his face appeared later in the day. This is the second time it happened to her son. She asked the school for a copy of the report but they refuse to give it to her. She is not planning to take legal actions against the school, she just wanted a copy of the report. Does the school have the right to deny her a copy of the incident?

The report should be in the son's file. She just needs to ask for a copy of her son's records from the school.
