Can I make a business from finding rent only apartments for other poeple legally?

You have to be a real estate agent or broker unless you simply want to maintain a list and charge for access to the list.

Possibly, since true "finders" don't need real estate licenses, but you'd be walking a tightrope and it would be awfully easy to get involved in negotiations or other activities for which a license is required. I would advise becoming very familiar with the laws and regulations governing finders versus agents. Try the Department of Real Estate's Web site at www.dre.ca.gov for starters.
