"Can a California landlord, evict a tenant if there is an unwanted gang member living there and not on the lease, would an unconditional quit notice be proper in this situation?"

No. If your lease limits who lives there, you can give a three-day notice to remove unapproved tenants. If your lease does not limit the residents, you are out of luck until there is some other violation of the lease. Unfortunately it appears you also may be subject to LA rent control laws, which further restrict your ability to evict. Since you may wind up with liability if anything happens on your property, I strongly suggest you invest in some time with a real estate attorney who is familiar with LA landlord/tenant law to help guide you through this situation.
