Legal Question in Real Estate Law in California

My daughter was sharing an apartment with her boyfriend but the boyfriend is becoming increasingly more violent so she broke up with him. He moved out but is still on the lease for another month. Can she change the locks now that he has moved out? The apartment said they won't change them unless he comes in and signs a form to be removed from the lease. He won't do that. She is afraid he is going to harm her or steal all of her property

I'd do it, and give the landlord a key. Then get a domestic violence restraining order and give the landlord a copy.
