Legal Question in Real Estate Law in California

I Deed it 13.55% of a vacant land for 20k to a person who in return would help me build the frame of a home we are planning to build on the rest of this land.

Problems have rised up and these person now wants to sell his acre back at 100k although the land has not been separated yet. which means that he is owner or 13.55% of the 7.5 acres. Since I am the owner of the mayority of the percentage can I forcefully but leagally buy him out a a fair amount. He started to flatten out his piece but I rented out the dozer and now he wants his 20K back plus his time and profit. what can I do he is no leagal resident but since he is family we put the deed under his wife's name.
