It's a document Fannie Mae requires a buyer of an REO property to sign and deliver at the closing; the purpose is to try to make sure the buyer will not discover, or claim to discover, some defect in the condition of the property after closing, and then attempt to make a claim against Fannie Mae. It's a way to enforce their policy that all REO properties are sold strictly "as is."
