Legal Question in Real Estate Law in California

I'm a full time rver; my vehicle is my home. I have no physical residence. I have no friends or family in the state I reside and pay taxes in (California) to ask that they allow me to use their address. The U.S. Postal Service requires a physical address in order to sign up for P.O. Services and likewise the problem is the same with other mailbox and mail forwarding services.

How do I gain an address to provide, in order to legitimately sign up for public assistance and other grants, as well as for tax purposes, educational loans and possibly gaining a business license?
