i have been harrased by city of gardena and i had comply to every code but still they want tio come to my house almost every month and harass me.

Code enforcement officers are hired to find and fix problems in their city. You would have to 'prove' they were acting complete outside or in excess of their authority in order to have a valid claim of 'harassment'. Most such complaints are from forcing people to clean up 'junkyards' or remove deteriorated vehicles. If that is you, the 'harassment' will continue, and can include legal action, until the situation IS cleaned up.
