Legal Question in Real Estate Law in California

The HOA is trying to assess a $250 fee for my not completing my back yard. I explained to them in a letter that I do not have the resources to pay an architect, or contractor to do the work, and the assessment would be about two to three months of my budget.What are my rights?

You can afford to live in a HOA but can't afford to pay $250? I think you are being difficult.
