can HOA sue me if my name is no longer on the title?

Yup. You owe the money, not the new title holder. The new title holder's title will be encumbered by a lien, but the debt is yours. You don't think you don't owe the mechanic for car repairs just because you sold the car do you?

I agree. The lien on title is there as security, not to identify the party responsible for the debt.
