what is the actual definition of eligilble mortgagee in california for purposes of ccr changes in homeowners association

A morgagee is a lender. An "eligible mortgagee" will be defined in the CC&RS, not California law. You should have a local real estate attorney review the CC&Rs in question to get your definition.
